Looking at the @link
directive, do I have to have access to the internet to be able to import directives like @key
and so on? since that might not be available in all cases.

Agree. It’s very unclear what the URL is actually used for. The link spec seems to imply the content at the URL is not used at all!
Link URLs serve two main purposes:
* Providing a unique identifier for the foreign schema
* Directing human readers to documentation about the foreign schema
